If it were possible to manage the economy in such a way as to defeat the business cycle and prevent periods of slow downs and negative growth, wouldn’t we have figured it out by now?

if by “manage the economy” you mean “sieze control of a nations assets through a devious method of expansion and contraction of the money supply”, then no.
Ask yourself this question: if every dollar that is created enters into the economy is an obligation to be paid back plus interest, where do the dollars to pay back the interest come from?
hmmm…suddenly it becomes clear why national debt is an exponential curve…
